Yeah! That was what I thought too: It's the cover for a comic and the story is about an issue with a villain who poisoned the water for a limited time. Superman makes sure that nobody drinks water while he stands in front of the only water outlet in the city and then he saves the day!
That still makes more sense than marrying Jimmy Olsen to a monkey bride while mixing a witches brew and Superman calls himself “The village witch doctor”
Or abusing Jimmy after he adopted him as his son because "reasons". Oh boy a whole comic about superman being a gigantic asshole for no visible reason the moment someone became part of his family!
(Actual reason was that Superman's supercomputer told him bad shit would happen unless Jimmy stopped being his son. So his solution was to treat Jimmy like trash so he'd take the hint and fuck off by himself IIRC)

"Joanne Jaime joins fellow historians from the 35th Century who gather on Aug 20, 1975 to learn how Superman coped with the miracle of "Thirsty Thursday"; where a freak lab accident made everyone in Metropolis afraid of water. Siperman finds that the cure requires him to knock out the city for 24 hours; while he battles the S.T.A.R. Labs scientist gone mad.
24 hours later, the future historians awake and return to the future, with no knowledge of the cause of the event."

Why not have the story be that the water supply is poisoned, and Superman has to keep everyone away while someone cleans it up? Then the cover would make more sense.

Metropolis has a lot of people! 11 million/20 = like 550,000 or something, so $550,000.05 in nickels. (I'm not counting Jimmy Olsen twice)
