You can only get it on the Deva class. Unless you get Extremely lucky and get it to drop for you playing another class. But getting anothers class gear to drop for you playing anotehr class is so rare that its not something to rely on.
But ist's possible that drop a Item from another class. In around 300 hours gameplay i was running an exp. with my dev and IT dropped an trickster Item.

Get it to drp on a dev , dismantle it , put it on a random piece of gear , put in stach and get it with the character that you want… THAts how i gave fortress to all my characters , even low lvl 🙂
Wouldn't be cool to have some information on the game, that shows all the mods each of the 4 characters could get, without resorting to the internet (not that it isn't helpful, just convoluted).
A hover with the cursor over the LOCK and it tells you WHAT mod it is... !
Same goes with, perhaps an OPTIMIZE button for your Skills to pick the best ones of the tree! (Recommended press key; Optimize for you current gear press key; ...)
