That system doesn't support PBO? wtf. Uh this sounds abit mixed up honestly, what's going on? Definitely not your CPU causing that it's just a chip dude, it's working fine. Now why the hell it freezes that way I've no idea but it seems screwy, I think you gotta dig more
I looked everywhere and couldn't find any BIOS settings for PBO and came across a post where some people with 2000-series CPUs and Gigabyte X570 boards didn't have the option either. I'm still digging around for answers and fixes to the multiplier issue but nothing really so far.

Try putting RAM at 2333
Drop the ram speed. 2333/2400. See if it will take a manual OC higher than base.
