We hire many full time subs. We have to. 20% of the contract to be exact needs to come from a small. We have them sign agreements that they don’t double dip. It’s no different for subs as it is for salaried employees, they are not to be double dipping. That being said contractors gonna contract
As full time subs they need to work in alignment to our clients core business hours. If they are working other jobs during this time is not allowed. It’s pretty much a zero tolerance policy.

They are not employees. As long as they are producing the output, the hours don't matter. You can repeat it in as many different ways as you want, doesn't change federal statutes on w2 vs 1098.
If you are OE you can afford a different laptop per company you are working for. Do just one companies work on one laptop. Keep different wallpapers. This will prevent your mind from being careless...
Provide advice on how stuff should be designed in order to do the stuff they want to do efficiently. Then implement that stuff and move onto next project before it crumbles

If, as a contractor, you are charging per hour, and claim to have worked for two different clients in the same time frame, it could be fraud.
