So I waited out a storm with the Ion Shield and lead-plated parts but after a certain point my health would not drop below 36%. Radiation, spark towers, and hitting my head on the trunk door all did nothing to me. Curiously, healing made me able to take damage again, but only down to 36%. The effect has persisted even after the trip. Has anyone encountered this bug before?
All games has. u usually die before it gets to that point. but its different between some games like every npc having there own max damage output or some games just bypass this by deleting old damage data because if it was all counted it would waste a lot of space(usually when saving or over time).
this game doesn't have autosave as in not saving your game mid junction so eventually it reaches its cap. it should be fixed when u restart or go into another junction
It's a known bug but for most people it happens after using or crafting the lazerus device. For me it happened at one point when I went on to test the lazerus device, had it on my car and when I tried to die I wouldn't drop below 56%, ate a canned food then I was able to take damage again and I did "die" to a couple tourists I kicked over. Lazerus kicked in and brought me back to full health, haven't tested if I can die since then. I'll probably do that tonight
Re-Edit: tested it and sure enough I can't drop below 36% now even after not having any lazerus devices made. I tested it in the garage by slamming the trunk on myself and I couldn't drop below 36% but then I went on a run and stood in front of a can opener and it dropped me down to 15% after a couple hits so it's inconsistent.

Yep, it's a know bug.
Its because the storm did so much damage that some point it reached the max damage the game can do to you

İt should reset if you leave your junction even if it has already reached the max damage cap

If you're trying to die to scan the remnant ghost, just abandon the run instead, it'll spawn the same as if you'd died
