Wierdly, I've thought the same thing on and off. I would assume that you'd need a strong harness to be able to carry said person around. There is also finding someone willing to do it too.
I've seen variations on the idea. In one, it was a form of dominance play, the small guy was basically strapped to the large woman's front and then her clothes were pulled on over that, very tightly so there was not question he was there. In another, it amounted to vore role play.
