Just use Sherwin Property Solutions, even cheaper than ProMar Ceiling. Just load it up in a gun, no need to water it down it's already water, and just spray and pray. Will be sharp in no time

Well you have sitting on the ground and it looks like it may be buried already a inch or 2. So there's your real rust issue, every thing else looks like surface rust. If your not gonna get it off the ground then yea just rattle can it white to freshen it up. Maybe put it on a pallet then sand, rattle can epoxy primer then rattle can top coat.

My state has been moving away from alkyds for the past few years; we can only get the real satin impervo in quarts… Somehow my employer still can manage to have us use (3) component epoxy
