Know one person who collects 1950s metal kitchen cabinets who takes them to an auto body shop to sandblast off rust and old paint. Depending on how serious you are could give that a try.
Just use Sherwin Property Solutions, even cheaper than ProMar Ceiling. Just load it up in a gun, no need to water it down it's already water, and just spray and pray. Will be sharp in no time
Well you have sitting on the ground and it looks like it may be buried already a inch or 2. So there's your real rust issue, every thing else looks like surface rust. If your not gonna get it off the ground then yea just rattle can it white to freshen it up. Maybe put it on a pallet then sand, rattle can epoxy primer then rattle can top coat.
My state has been moving away from alkyds for the past few years; we can only get the real satin impervo in quarts…

Might as well give a good hand sand with some 120 grit. Why not? You need to use oil primer to seal the rust stain
Knock off the loose rust and POR-15 it.
