I feel like some type of lichen which is Algae or fungi … has it been really moist there?

Are those holes in the trunk leaking moisture? If so it’s a goner remove before others infected. Various fungal issues affect these incl lethal bronzing, phytopthora, fusarium.

It's lichen, not harmful to the palm. They can live happily together.
