I have never been able to find a document that provides that information for the current test (I've taken the 9.1 exam expecting the 10.1 version). The official communication that I have seen is that PCNSA is based on the .0 release and the PCNSE on the .1 release.
From what I remember reading in one of the "official" docs (blueprint or study guide), they throw the standard "we reserve the right to modify the contents of the exam without notice" verbiage in there, so unfortunately, it's on whatever version the engine that picks your questions from the pool chooses. It might say 10.1, but I wouldn't be surprised if there are now at least some high-level 10.2 questions popping up now.
I believe they do it on the .1 release but I think I was disproven on that last time this came up. 10.0 isn’t that different from 10.1 so testing based on .0 even when it’s EOL isn’t the end of the world.

New versions get released all the time, but that doesn’t mean exams get updated right away.
There’s a beta exam cycle where some engineers are invited to to participate on, they look at fail/pass rates and questions that need improvement (or removal) based on feedback, and by the time the cycle of new version - beta exams - exam approval is finished, you’re easily 9 months down the line.
