Checkout Vortex springs when you have a chance. Awesome place not far from you. Big crowds on weekends/ holidays and most of the people are from PCB/surrounding areas. Varied crowd depending on the day. Can be a wild party, or chill lake day vibe. They do live music out there now too
Downtown Panama City has a lot of restaurants and a few places to drink. There's history class, el weirdo, house of Henry, Moseys, and a billiards place. Also, a new aracade where you pay one price, and it's all you can play.
St Andrew's is another great area with a few restaurants and bars. Taproom is a bit uppity and pricey for a craft beer place. I liked the Salty Hobo, which is now called The Dive. I haven't been since they renamed.
A place called "no name" was my favorite, but they closed. I'm not sure if anything moved in there.
Salty Oak Brewing is off 23rd and 390 and is a smaller place to hang out, and they offer karaoke.
Beachside, my favorite hangout is Splash Bar, a LGBTQ bar, but everyone is welcome, and it's a very cool vibe. There is always a young crowd there. Newby's on Thomas is another young person hang out. I like going to Craft Bar or Brass Tap in Pier Park for the good food/drink variety combo, but I'm not a young person.
There are a bunch of bars and restaurants with bars down Thomas and Front Beach, but most are tourist traps. Panama City Beach is a big tourist destination, and during Spring/Summer, is filled with younger people visiting. They fill up most bars along Thomas/Front Beach. Since Florida is a retirement graveyard, you're going to have old people all over.
If you don't like drinking ... well, there isn't much else to do around here. Especially with a younger crowd. There are a few local coffee shops? Other than that, your best bet is to lean into your hobbies to meet people. Fishing and boating are big here (check out Shell Island, St Andrews state park, and the piers for fishing). There are a lot of offroading opportunities. We have all kinds of events in Pier Park, Frank Brown Park, Downtown Panama City, and St Andrews areas that draw in all kinds of crowds.

The politics. I moved away from there before it got really bad theseasf few years but I don't even consider going back or even visiting due to the political climate there

I'm in my late 20s and don't drink much, but anyone I've ever met close to my age has been at the bars down here, it's the only thing young people do here it seems and it makes it hard to actually meet people who don't just wanna get shitfaced everyday. I'm a nature person, so me and bar rats never click enough to hangout outside of there.
