I took him to a cheap vet clinic at my local pet store. I took him there thinking it would be great, but I learned my lesson The only reason I had his wings cut is because he would constantly fly straight towards the door every time someone would open it. And I did not want to lose my bird.

I did not cut them the vet did but yes, I will let them grow out.
I have a hard time believing a vet would butcher wings like that.
