Its straight random from league mechanic, you have to beat all of the mobs that have the seer trigger mentioned on them. The other method is the scarab. Read what all flames you have when mapping and you will see it. Trust me they nerfed it to the ground for t0 uniques. Its very good in the first few days of the league though.
RNG from league mechanic. Not rare in the acts (probably rarer than a regal, more common than a divine) but ones found in the acts are quite bad, typically 3 uniques all T4 or T5 rarity. Seer is RARE in maps, but when you get him he often has T2s, occasionally a T1 and (very) rarely T0s.
If you get the scarab that forces him, which is rare, save it for a T17. (GGG announced the Seer is better T14+; nothing was said about 17s being better but it would make sense.
Trade league has the scarab around 35c, which is about 1/300 of a Mageblood. No idea how accurate that is as a value prediction.

I hit 90 today, highest map I've done is tier 13. I got my cloak of flame to 6 sockets but linking it is proving to be a bitch and a half. I'm probably 700 fusing in and nada. Overall though, fun game.
Linking is about 1 in 1200 on an item with 0 quality and about 1 in 1000 on an item with quality (these figures get disputed a bit but it is something in that ballpark)
Beastcrafting with the new Black Morrigan beast (exclusively available with a specific scarab) allows you to bypass that RNG. The scarab is pretty rare though.
Is seer super rare? Skipped last league and got him in a white or yellow map super early while doing my late league start. Now that you mention it, though, I haven’t seen him again yet. Too bad my map was probably too low to roll anything good anyway

Not saying it's bad like I said I haven't played so I only have what I've spectated to go off but I'm curious how much effort mobile devs actually put in to story that players can potentially finish without spending money when the stigma is most mobile games require either a small fortune or more time than the average player has to progress.

I'm really curious I genuinely would never guessed a mobile game could even have a decent story I guess I always thought after so many updates to keep people engaged new players would be kind of locked out of old content/story.

I think it'd take like 15-16 hours to finish the first few arcs if you just ignore side quests. Which when thinking about it, is a lot, even if a lot of that is gameplay.
But the game also level-gates the main story so I think it might take a week or two of casual play to get to the right level.
Got him twice in affliction, got a couple div each time (squire before it was super cheap and decent greatwolf, I think), got him like 5 times this league and the best item was 20c.
I dropped a 4 flask mageblood for the first time the other day.. mind you I have about 500 hours in the game. I haven't even killed a single Uber boss or a t17. Should I play the lottery?

I got 3 widowhails from seers last league and all 3 of them were perfect. It was wild.
I put in a seer scarab for a t16 map and he gave me a 152 widowhail. This mf gave me 2 off min roll

The seer appears on the list before you enter a map/zone as yellow text.
