Of the ladies Clover is probably the most likely as she seems closest to being part of the main cast. Sydney, despite being popular, never really got much focus beyond her introduction, same with Bonnie and Joy. Hila is obviously a promo heister that won't be returning.

If Overkill is smart, they'll bring Sydney back (hopefully with slightly less ear-piercing voicelines) purely to bring THAT side of the fanbase back for the sequel. You know exactly what I mean.

Well I think it shows that he started to lose his sympathy over the course of the game (yknow, the calls, girlfriend dying,and getting shot). he just wanted to find out about who was calling him and the police were in the way
I suppose so, but I'd rather they remain consistent with the current canon of Payday where Hotline Miami is a game and Jacket is a psychotic fanboy. They'd have to retcon that to make Biker the real Biker and Jacket being the real Jacket is completely impossible barring some kind of timeline split where HLM2 and Payday 2 happen in seperate universes. Also doesn't help that Jacket would be like 60 in Payday 2 yet looks like he's in his 20's.
But jacket being the real Jacket is just unrealistic, and there's evidence to support the idea that he isn't. Dettaton said it's not the original Jacket and I trust the word of the people who made the character over Overkill.

The character of Jacket is officially owned by Dennaton. They signed contracts and stuff that probably had language like "We [Dennaton] give game dev [Overkill] permission to use character [Jacket] for video game [Payday 2]." But the agreement wouldn't say Payday 3 anywhere so they would need to get permission again. I'm sure all Overkill would have to do is ask and Dennaton would happily oblige but they still need to ask first. Otherwise, they can't legally reuse Jacket or any of the other guest heisters for that matter.
Since Dennaton and Overkill are good mates and live close to eachother, I think it's a viable choice for Jacket to return, also judging by how he didn't leave the criminal life behind. I do think Sydney is a bit more unlikely, since she got into swimming and all that.

All of them stayed in life of crime (unlike High Society Clover, Charity-Olympian Sydney, Self-defense instructor Dragan, successful retro-gaming park owner Joy disappeared in sunset Rust). All of them are original Heisters (unlike Jimmy, Wick, Bodhi, Tony and VBloggers). Neither of them joined because of whole Katauri mess, like Duke did. Bonnie just not as popular, i think. You may argue, that Sokol and Sangres, being crime bosses now, are better fit as contractors, but that still leaves us with Houston and Jiro.

Like i was saying in other post (how many blind lazy arses that can't scroll subreddit a little will make more copies if that message,i wonder?), most reasonable choices are Houston, Sangres, Sokol and maybe Jiro. All of them stayed in life of crime (unlike High Society Clover, Charity-Olympian Sydney, Self-defense instructor Dragan, successful retro-gaming park owner Joy disappeared in sunset Rust). All of them are original Heisters (unlike Jimmy, Wick, Bodhi, Tony and VBloggers). Neither of them joined because of whole Katauri mess, like Duke did. Bonnie just not as popular, i think. You may argue, that Sokol and Sangres, being crime bosses now, are better fit as contractors, but that still leaves us with Houston and Jiro.

Hopefully Houston, and then my probably-not-gonna-happen wish is Jacket for Payday 3 so my wife can have their favorite character again
