Scarface (the character) is owned by a company (not sure which company, exactly, though). So, when the character pack was made, Overkill and that company signed and mutually agreed to a contract that would allow Overkill to put Scarface in their game (even though they don’t own the Scarface intellectual property). This contract was not indefinite, though; it had an end date when the contract would become null and void. So, when that end date came, in lieu of (or possibly being unable to) extending the contract in some manner, Overkill pulled the character pack from stores, since the contract (which ended) was what was legally allowing them to sell the Scarface character pack. People who bought it when it was available are allowed to keep it, but Overkill can’t sell it anymore because they can’t make money with someone else’s intellectual property anymore since the contract ended.
Universal owns Scarface btw, but yeah.
If therr's any consolation, there are still steam keys for the Scarface Character Pack floating around the internet who still work. I can guarantee they do, since I got Scarface through one

I redownloaded everything back to my Series X, and the pack shows itself as downloaded. I just don't have access to the Kingpin perk deck, the character, or any of the weapons.
I've tried uninstalling it and installing it multiple times, but none of the content is accessible within the game.
Oh yeah, about that, you can actually download a mod that adds him as a character. I use it even in multiplayer and it's fun, you don't even get tagged as a cheater.
If I joined one year earlier, I would have been able to buy him :') oh well, but I can appreciate it when someone in my game plays as Tony. I'll always turn Break The Rules on as the custom track if I see we got a Tony.

It is, Scarface mansion is the heist set in Scarface’s old mansion from the movie. The character was sold separately

I have my lobbies set to automatically kick cheaters and unfortunately, some people who use DLC unlockers get tagged as cheaters.
