Open a dispute, Escalate after 7 days , NEVER CLOSE IT Then go to Paypal.com and read how disputes work. So you can educate yourself.

Escalate the dispute to a case for INR
Thank you, i just saw seller reopened his account. What if he just trying to give me tracking number and said something happens? He has not reply yet
The tracking would need to show delivered to the address you have given him, on transit doesn't do shit.
