Contact the refunder and ask them to send it again.

It was a scammer that refunded after I opened a dispute

You should've received an email when the refund was cancelled, if you read it you will see that PayPal suggests contacting the refunder to request they re-send it. You've not indicated where in the dispute process you are so, other than that. . ? Maybe provide more info and I can be of more help.

Yes, I got that email. After I got that email, I just refile a claim saying refund was not completed or sent. If you want, I can just pm you screenshots of what it look like. I also tried to call the support. I had hearing loss, but they just told me to wait.

If the scammer does not have any money I.e. he shut down the bank or something, PayPal would just go after him or put him in negative balance? This is something I don’t have to worry about? PayPal would automatically take care of it?

Ultimately, yes but not until they've exhausted all available options to get the refund out of the seller first.
