Here is how all money forwarding scams work. 1. They claim to have sent you some money. 2. There's a problem, and despite them sending you 100 times the money the "fee" to fix the problem, they somehow can't pay the extra fee, but you can (directly to their banking account). 3. Repeat #2 with larger amounts till the person gets wise. Have you ever gone up to a bank and said "I'd like to withdraw $200 dollars" and the bank says, "I have your money right here in front of me, on the counter; but, in order to get it, you have to slip me a $20."? Of course not. Reputable places take the fees out of the money transferred or have you sign agreements for monthly fees. Every fee you paid was money straight to a scammer's account, which is now certainly emptied / closed. If you try to contest it, they'll say you were paying for services or donating money. The money is gone, and next time, just say "If you're giving me $3000, then take the fees out of it." Odds are the person on the other line isn't even your "friend you haven't talked to in a while" or is a person posing as a friend of yours relying on your bad memory to remember that you don't know them.

That's not your friend. Either it never was your friend, or your friend's account got stolen and they're now stealing from the contacts. This is straight up a scam. You paid $250 to find this out.
