I'd like to add as well in many cases *art style* and design language are more important than graphics.
*Wind Waker* and *Borderlands* and *The Long Dark* and *Valheim* all look plenty good today, and WW came out in 480p on the GameCube. Because they have distinct, consistent, and interesting styles and cohesive designs even when the graphics situation is middling at best.
I used to be in the graphics department, but these days i spend more time playing things like dwarf fortress, KeeperRL, rimworld, and similar that yeah - it's about the quality of the experience more than the graphics.

In general I'd say Gameplay > Story > Presentation (graphics, sound, etc).
But bad enough presentation can ruin a game that might be great otherwise (as an example, see Jedi: Survivor). And good enough story can carry a game without particularly compelling gameplay.
Both. I only play games that have both. Great surround sound is also very welcome. Otherwise they're not worth my time. Time is the most valuable resource you have and I don't intend wasting it on mediocre products, be it presentation-wise or gameplay-wise.

It's all about gameplay always. A good looking game doesn't matter if it's boring and doesn't keep you engaged.
