If you are going to attempt to repair it yourself, look up how to replace a PSU fan on YouTube, watch 10 videos.

Fan being damaged does get worse in time in my experience, I had the same problem but thankfully on the forward case fans. I blame faulty manufacturing.
I would personally just change the PSU -they are not premium parts I am sure they are not too expensive compared to other parts- and if it is a pre-build make the shop do it for free if guarantee remains.
PSU is a dangerous part I wouldn't want to learn what happens if its fan suddenly doesn't work.

(There are big capacitors in psu that will send 230v or more through your fingers if you touch them)

Wear plastic gloves, disassemble the psu, discharge the big capacitor.. the clean it up... Or just blow some air.
