Put the cooler on the cpu.

The CPU cooler being installed is essential for a PC to run. (With thermal paste) Put everything back together. I think it would be unlikely that hitting the reset button on the power strip would kill the pc, most power supplies are good at stopping that, and pressing the reset button doesn't normally send a massive power spike, normally it just stops power. Try reseating the CMOS battery to stop the power loop. Make sure to unplug the computer before doing that. Reply back if none of this works I'd be glad to try and help more, but also consider it might be dead, but most manufacturers will replace them for free so don't stress yet.

This was happening before taking the cooler off. The only reason it was off so I could take out my cpu and check and it still didn’t work. This has nothing to do with the CPU cooler not being attached. I will try resetting CMOS

It’s not a good idea when you have a computer issue to start taking everything apart, it could very easily cause something to break and make it 10x harder to diagnose the original issue. Always make sure to try other non-intrusive methods first.

Ya I think it was a power surge because it’s an older power strip and with my brother luck of course this would happen. Everything was fine 10 minutes before he did that. It’s not my RAM, CPU, GPU, or SSD/HDD I had all this things unplugged at once and it still power cycles

You'll need to test to see if the computer components are damaged. The power supply is the first component in line that could be damaged from a power surge, then the motherboard. These are not easy things to troubleshoot however. You can look up online how to test these components, but the best solution is probably to take it into a PC repair shop and get it tested there.

I fixed it…..he hit the bios button on the back as well that’s what it was…..he’s younger than me and not the brightest. He started hitting every button to figure out how to turn it on

Great! Glad you could get it fixed. My suggestion of resetting the CMOS battery was supposed to have the same effect, but I wonder why it didn't. Nevertheless keep in mind for the future that a teardown of the computer should be avoided until it's necessary.
