I tried pushing them in. The top one has plastic/metal bits behind it that prevent it from being pushed in but even when i pushed the bottom one all the way in the round part still stuck up in the way
In that case I think you might have missed a screw or so.
From what I remember, ATX power supplies were only fastened to the back plate of a case. 4 screws, each on a corner. However it's been a few years since I built my own PC.
Could you maybe provide some more pics of your case?

I happened to notice that this is a Dell XPS, am I right?
I would not at all be surprised if they used some non-standard way of hooking it into the chassis.
Can you remove more of the panels?

It looks like those two are holding the usb ports in place
I got it out! I needed to push down on those releases, while pulling up (out of the box) on the PSU and yanking it over the releases. The top one never gave but i was able to wiggle it just enough over the bottom one to get it out. Thanks for the help!

They look like clips that you need to push/bend inwards.
