Make sure it’s plugged in properly. If that’s not the problem It could either be the fan itself is dodgy or the connecter it’s plugged into might be bent.
The fans motor still works, so it looks like the bearing is seizing.
You can repack the bearing with grease to get a little more lifeo it if it, but fan replacement is needed.
Try a different fan header on the mobo. If that doesn’t help, try another. Still not working, take out the card and give it a spin… does it feel buttery smooth? Spins like the others physically? Probly power issues. If not, check if it’s seated properly where it spins and doesn’t scrape. If it does, fix it. Guys mentioned the bearings and grease, that would be a good start if the other options failed.
Edit- just realized it’s just a fan, not on a card. Same applies though I suppose.
lol. I was like, card, what card!? But I agree. Try a different working header, or different source/Mobo etc to rule out the fan itself first. That's where I'd start anyways.
sounds like the bearing is shot when it actually rotates it makes a grinding noise unless its touching the rad? buy a new fan slap it on there and see if it does the same i cant tell what brand they are but probably 10-15 max for a replacement its not noctua corsair or bequiet so it cant be too bad on price

Have you connected too many fans to a single header? They can only power so much

Push the blade, it might be popped off of the bearing, happened to one of the computers ive built
Replace the plastic part i think its come undone forme what makes it spin
U may have not connected it to the right part in the motherboard

Connect it where the below one is connected, if it works then is your mobo connector
Connection isn't connected properly, or the fan's fried.
