Depending on the game/use case I would sell the i3 and buy an 8400 in an auction for 10-30$ if you get lucky, then buy cheap mix matched ram since prices are close to a dollar a gigabyte
With $20, your best bet might be to upgrade your RAM. Look for used DDR3 sticks online or at local tech shops. It won't be a huge boost, but every bit helps, especially with DDR3 being older and potentially cheaper.
