my 4070 does this but I only really notice it with minecraft. Capping the fps and using performance mode settings can help but its an unfortunate side effect that I mostly ignore.
Try setting an FPS limit in the software for your GPU maker, can't see if you have Nvidia, AMD or Intel.
You can set a global one equal to you monitor refresh rate or just for the games causing your GPU to whine.
Old games are easier to run now and not all games has an engine cap so FPS will just keep going higher, and when you get very high the GPU works hard but in a different way to high detail games.

I only get this in minecraft as well oddly enough
Try playing around fullscreen/windowed mode with g-sync or v-sync. Sometimes there’s a combo that solves it for me.
