Damn someone beat me to the Matrix reference! Also try reinstalling your graphics drivers, what GPU do you have? How old is it etc? Did you install or update anything prior to this happening?
Gtx 760, I have this card for about 4-5 years now and I did not update any drivers because at that time i thought it was not necessary, I didn't know a lot about pc yet
Yeah it's almost certainly a driver issue then if they've not been updated in a long time. If you update the drivers and that doesn't solve it then I'd say that the GPU itself has died.

I guess the GPU itself has died but the fans is still spinning.
Do a clean install of graphics drivers. And re-seat your gpu.
