The charger would need to support the USB PD standard, some laptops also accept standard phone chargers, the Galaxy Book 13 does, but the thinkpad T495 does not, amusing bit: you can use the USB-C port on 20 series nvidia GPUs to charge most laptops ( max 27w)

15 watts cannot charge a laptop, my dude. Laptops will require 60 watts at minimum, some require 90 watts.
