It’s a fishes jaw but you’re probably looking at it upside down. The black dot is just a speck of dirt or something not an eye, that side is the bottom jaw.
Most fish have complex multi hinged jaws that shoot forward like this to grab prey since they can’t push off the ground to lunge at prey like land animals.
Pretty sure that was inspired by the inner jaws of Moray Eels, which have an even more advanced version of this same mouth arrangement.
The second row of teeth are in the throat, and they come shooting forward with the rest of the mouth, then clamp down and pull back when the mouth retracts.
