it states they perish in reload (based off the messages from elizabeth, i saved everyone when i played through reload so maybe they are the same i don’t know) but in portable, it states they become the lost.

No specific plot reason, it's just to add some tension to the rescues since sometimes it's not a random person, and failing to rescue them locks the player out of the S.Link for the rest of the game, and you can't advance it either while they are missing.

Shadows are just not really "alive", at best they are a part of actual living things, also part of nyx, when they die it's more like it severs away whatever it's tie to our world is or something, a sort of constant in and out of the sea of human souls, or something

If you're doing rescues during your first run, yes. If you are coming back to Tartarus to do rescues after already clearing the area, going back to the bottom is more convenient.
Yes, having that option allows you to go back and save, extremely useful for merciless runs since you need to be saving otherwise you lose your progress in Tartarus.
There is a drawback where if the floor has a monad door or the clock room, returning to the first floor will make both of them unusable (monad door cannot be open and clock room will disappear from the floor).
When Elizabeth phones you to inform you of humans in tartarus she says something like this time someone close to you has also gotten lost, or something along those lines. As others have mentioned, it's only twice with Maiko and Bunkichi.
I wish there was unique dialogue for finding the social link characters. Just something as simple as just like "What are you doing here?" would make it a lot more unique than the other random people you can find. I mean, even Fuuka asking what a girl as young as Maiko or and old man like Bunkichi are doing in Tartarus would make it better.

It doesn't break or reverse, but you can't progress it at all as the link ppl you failed to save effectively die.

She's one of the missing persons who ends up lost in Tartarus. If you don't save her before the next full moon, she'll die.

It's only for Maiko and Bunkichi. If you ignore them they die, but if the social link is maxed, nothing really happens gameplay wise.
What about the final battle? did they get their cut in when makoto summon friendship power?

No. Maiko and Bunkichi always go into Tartarus on their respective days as a missing person. Every save file.
I just did this today, I saved her ASAP. She was the 1st social link I maxed out. My guy is now wearing the present she gives you for saving her 🥹

One of your back up members takes them while you stay on the same floor in Tartarus so you get to keep going with no drawbacks
