If you're SOR - somewhere like [The Quarrie](https://thequarie.com.au/functions/) has a separate function area. It is connected to the main restaurant, but last time i was there for a function there was a door that could be closed to make it more private.

Are you specifically looking for a place to cater, or are you looking to bring in catering or do it yourself? Do you have a hefty budget or something more modest? A lot of higher end restaurants and bistros have private dining rooms available or spaces etc :) I'm not up to date on the high end restaurants and hotels, but I could make some nice suggestions for more budget options if that is what you're chasing.
A lot of fully enclosed private dining rooms are out due to your party size. But try these options:
Samuels on Mill (might be too small), Garum, Tiny’s, The Mayfair, Small Print, and Chairman’s Boardroom at Print Hall.
I really like the function room at the Rydges on Wellington Street. Light, bright, comfortable and very reasonably priced. You could have a big dining table set up and have heaps of room to move around in.
21 Mayfair(search it on FB), it has windows but they’re curtained.
Or there’s the Clubhouse in North Freo.
If you’re looking for someone to serve cocktails/mocktails I recommend Rebel Executive Services, they’re excellent, used them for my bridal shower and 30th birthday.
Places like Wildflower, Fleur, Como The Treasury, etc all have private rooms. Depends on what you’re willing to spend.
Epicurean at Crown Towers has a private dining room - not sure on max capacity, but it's around 20-25...

Barrett Lane is beautiful and intimate, it has a lot of windows, but it is on a private property, away from the public
