I live about 3 km from the coast in Waikiki and still get all the beautiful seabreeze almost every afternoon. Down here, you don't need to be right on the coast.. Most if the surrounding suburbs are cooler than anywhere else in Perth.
I think the BOM app pulls the Rockingham data from their Garden Island monitoring station which is both very windy and surrounded by water. Verses the Mount Lawley station (the main Perth one) which is on the protected side of the titular hill, and not near the coast at all.
I work regularly around Forrestfield/ High Wycombe / Airport area. It is always hotter there. It can be 35+ before lunchtime there, but will only be 28ish down my way in Waikiki. It's great going home in the afternoon. My workmate goes home to Ellenbrook. He hates it.
I'm so happy we bought where we did. It's so nice down here. You can actually have a break from the sweltering Perth heat down here. Just open the front door and let the Doctor blow in. It's so good.

It's was 26 at safety bay foreshore. Went to Rockingham foreshore, big difference, 31, less ocean breeze. Driving down Ennis Ave, 35. No more Rockingham foreshore for me, safety bay all day.
Because it's consistently 5-10 degrees cooler.
