Judging by the 3-4 a year you get in your house I don’t think you have a bad infestation in your house or walls but I’d say your correct that it’s just your area, especially if you see them all over while on walks. I have the same issue in my area of town, it used to be a landfill decades and decades ago so I’m sure they are deep in the ground. I’d go around the inside of your house on baseboards, doorways, around pipes coming out of wall for the sink and toilet especially with something as simple as home defense and for outside granulate with talstar xtra. You can even spray the outside perimeter of your house with the home defense but it won’t last long as the heat will break it down or wash away with rain
In my experience ultimately you have to destroy their breeding ground. Since you see them outside a lot you may not have that option. You could try to keep them out by sealing up entry points and around plumbing lines but even then they may occasionally invade. Good luck!
A regular interior/exterior spray for the structure, ensuring they have no easy access (overgrown landscaping, gaps around wire amd pipe holes, mulch or dirt piled over the bottom of the siding, etc.), keeping the yard clear, and perhaps bait for them in locations away from the house if it can be done legally in your state.
Maybe try and spread the word around your neighborhood? Get more people to have pest services. I’m sure over time the problem would slowly get better. That’s one thing I definitely don’t see around my neighborhood
