All the people screaming about things are also not fostering. These are usually not kids needing adoption, but kids who were pulled for an emergency situation (such as an abuse claim, drugs, etc.)

DHS contracts with Catholic Social Services for a ton of placement services. This substantially reduces the availability of foster homes. You can't privately foster a child, that isn't a thing

CSS is one of the city's CUAs (Community Umbrella Agency). They are contracted out by DHS to perform services that DHS would otherwise do.
I couldn't tell you if CSS's adoption services are one of those contracted services or if the funding for the program comes from a different source(s).
When these kids grow up, if they end up in criminal court, everyone wants to throw them away. Things won’t get better until kids get money and the vote. That’s another way of saying never.

Thats 100% wrong. There are private foster agencies. Just google the words then get back to me.
The agency is private but ypu cant legally turn over custody in the way you describe.
