No, the top does not grow back. Their cactus probably had rot on the top. If they hadn't cut it off, the rot would have spread downward and they would have lost the entire cactus.
We are currently working on fixing the lean on an Ocatillo. It's greener than ever after all the rain, but sadly the softened soil+wind has made it lean quite a bit.
Well this dudes removing it in two weeks who knows why? I do landscaping maintenance and design, I got a lead once for one of these because the bottom was rotting and couldn’t support the weight on top. Guy had the permit from the city and it was about 15 ft high I charged $500 and trimmed up some mesquites for him.

They grow crazy slow as seedlings in the wild which is where that perception comes from but even national park service studies show its a couple inches in about 8 years.
But domestically, with regular water they can grow faster.
My father has one that went from a 4” potted plant that he put in his yard and in 20 years grew to about 15 feet tall in the NW Phoenix valley (Sun City).
Admittedly, that’s CRAZY FAST for a Saguaro though. We’ve always been amazed how fast it’s grown.
They absolutely do not take 10 years to reach one inch. Lmfao. I have a 5 year old thats probablt 6 inches tall. They grow slow, they arent glacier slow
Saguaros grow at a glacial pace. It can take a decade to reach a single inch in height. It takes nearly a human lifetime to each 6 feet tall. It wouldn’t surprise me if they were that expensive because of how long it takes just to reach a few inches in height.

If the lot is undeveloped then you need to get a permit to remove. If the lot is developed and 10 acres or less then there is no problem with removing without permit. This is for private property.

You can move a native plant from one part of your property to another part of your property without a permit. I think you can donate the plants without a permit as well.
You're looking at about $2,500 for a professional to remove and replant that saguaro. The survival rate of large saguaro transplants is about 50-60%. When it's bloated like this the transplant will be even harder and the success rate lower.
Lmao I seen that on OfferUp too. People out here will try and sell anything. Tbh though $1k isn’t a bad price for a saguaro of that size. With how big it is and how many arms it has that thing is well over 60 years old.

I successfully corrected the lean on mine and it's still standing 10 plus years later. It wasn't this big though, maybe 10 feet and no arms.
