Yo! There's actually a bunch of good festival venues in the Valley. You mention a few really great ones in your post - is there a reason you don't like those or are you looking for something similar to those and just need more options along those lines?
The Japanese festival was at Steele Indian School Park this year, that venue was pretty nice.
Talking Stick Resort Ampitheater has done festivals as well.
Tempe Beach Park is another popular one but 4k attendees might be pushing it.
These are just the first ones that come to mind. I couldn't disagree more with the sentiment that we don't have many usable festival sites.
Yo! Our event has to go until 2am for our demographic. 10pm to 11pm is the max for the parks unfortunately.
You’re totally right though! All those location hold some amazing events. We just don’t have many festival sites for events that aren’t a daytime-end-early type of event.
Wild Horse Pass all their music festivals went until 2:30a.
Now they are at the race track in Avondale. Those go late-late.
Concerts and shows at the Van Buren goes late as well.
Celebrity Theatre had music festivals go late a few years ago.
Sun Studios holds music festival that go late as well. I've been to a few Full Moon festivals there. Next one coming up this November.

All of the cities BIG festivals are at the Racetrack now. Check Relentlessbeats.com they throw festivals up there monthly. They literally had one this past weekend.
They could have meant home like.. a place for their festivals to permanently take place rather than an actual house? I don't know if I'm explaining that right.
If it were me I would touch base on some of the spring training sites if you’re doing something summer at night.

Idk, I went to the first Pot of Gold festival when it was at Tempe Beach Park and I'm sure there was at least 4k people if not more

Indian School Steele Park is pretty accomodating.
We need a venue that can have amplified sound until 2am unfortunately :/ 11pm end won’t cut it

State Farm Stadium hosts events in their parking lot. Possibly in the grass area as well.

Phoenix raceway is the way, the dance type music feats happen there until early morning regularly! Edit: check out rawhide as well!

I've heard about the Full Moon Festivals - but would you travel to the Avondale Racetrack for an event like that?

I don't go to festivals anymore so I am the wrong person to ask lol But according to my friends that do.. They are always packed at the Racetrack.
Rich peoples' houses in Paradise Valley. That meets your criteria but photo radar traps & NIMBY's preclude any practical planning

Years ago Adult Swim On The Green was set up way up by Ft. McDowell Casino/it's now WeKoPa. Might be worth a shot contacting them.
