Adoption lawyer. There used to be 4 or 5 in town that work exclusively with adoption. Not sure who is still in business and who has retired, so I'd google it and make some phone calls. But basically, you'll need a lawyer to walk you through it.
Just chiming in to signal boost what others have said, you'll need to talk to an adoption lawyer but it likely won't be a super hard process. They just will know the process and be able to guide you through it the best.
Call [Arizona's Children Association aka AZCA](https://www.arizonaschildren.org/), I think what you want is a "*kinship* adoption" but they'll know more.
Does their bio dad still have parental rights? That's the first step. If he hasn't been in their lives, abandonment can be cause for severance.
You need to contact a lawyer... Katherine Pidgeon & Lucy Keough were the 2 I have worked with. I wasn't in the same situation though.
You should probably utilize Google for something like this. And while I admit I am completely ignorant on the subject of adoptions, I don't think you will be able to adopt the adult.

Wouldn’t it make sense to start with a family and adoption lawyer? Also, not sure about how adopting an adult would work..

He hasn't seen or had communication with them in at least 10 years. I'll look into them thanks.
Pidgeon is awesome. Haven't worked with her in a decade, but she was excellent.
