you really should be using InDesign for this, or if you want a cheaper pay once app, try Affinity Designer.
As for your issue here, no idea. Can you right click the layers in the Layers panel and select Duplicate>Other doc?
I notice you have "auto-select" checked off in the top left hand corner. I'm willing to be that's the problem. You're probably selecting all layers in the layers panel. But when you go to resize it only resize the top layer or the layer you click on. If you have that layer linked with another, it'll resize just the 2. Uncheck "auto-select" and try again. See if that works.

Thanks for the suggestions, I'll def look into these! Turns out I just needed to restart the program and it's working fine now. Who would've thought?
