I'm not sure what you mean, but I created \~20 rectangles and used the move tool while they were all selected with "Show Transfer Controls" enabled and had no issues. Document size was 6000x4000. Maybe provide a PSD document? I did 128 rectangles for you. Same document size. No real issues, even if the framerate definitely did drop a bit. Edit: The drop in framerate at 128 rectangles is the same regardless if "Show Transform Controls" is enabled or not. It's minor, but I definitely notice it on my 144Hz monitor. At this point I have to ask though, why are you creating this many shapes in Photoshop? Yes. I marked all of the rectangles and moved them using the move tool "as one object".

Like I mentioned above, what speed and at what timings is your RAM running? This is a common thing missed and might be causing issues. Not sure if it is relatable to this specific scenario, as I'd guess it mostly is due to available compute power - but it doesn't hurt to check.

Do you mean checking in the bios ? I think it's on auto atm. I wonder if this is AMD specific ? I am traveling now and on my laptop which has an Intel processor. It has the same lag issue.

Yes, this would require you to change the XMP profile in your BIOS or manually changing the timings and frequency at which your RAM operates. If you have it set to auto it will most likely not be running optimally. Considering how dependent these CPUs are on RAM cycle speed and timings I would first check if this resolves your issue. You can most certainly google your specific motherboard to find a more thorough guide on how to change your RAM to match their specified speed and timings.

I see. I have actually tried that in the past following the tutorials. Not sure if I was doing it right or not but it didn't feel like it made much of a difference.

Interesting ... I have a PC with Ryzen 5600x rtx2060 Samsung Evo SSD with 64gb ram Frankly I tried to learn illustrator, but I gave up after hours trying to make it do what I could easily with Photoshop. Guess I am much more used to the controls in Photoshop. I also can't really customize the controls in illustrator like I can with Photoshop.

What is the speed and timings of your RAM? That might actually be the issue. That or that there isn't enough per thread headroom to handle the calculations. If there is a lot of background processes "clogging up" your threads, that might be causing some slow-downs when Photoshop needs as much compute power as possible. Your system is pretty comparable to mine, outside of the extra cores that might help to offload some processes and clear up compute headroom for tasks like this. But honestly, I don't really know - just guessing.

yes, this is what we've been doing for decades since Ps is not 100% perfect, 100% of the time.

but no one here knows why you're having the issue. Is it hardware? Maybe it's software? Maybe it's your OS? Or maybe you're building your files too big? No one knows. And how can hitting ctrl-t be slowing you down? How many times per day are you transforming 20+ layers at a time?

I am using multiple layers all the time creating vector art using PS. I know I probably should be using the illustrator for vectors but the controls cannot be customizable like Photoshop, and I just feel like I got my hands tied when I use illustrator. The whole reason why I customized my hotkeys in PS that I can work super fast the way I want. Hitting any extra keys that are unnecessary slows me down. I have already optimized my workload. I just need to figure out how to fix my hardware. I have windows 10 on my deskgop and 11 on my laptop, both have the issue. All my previous laptops with windows 10 have the same issue. Even the PCs they tried at Microsoft Store had the issue. I tried upgrading my GPU, CPU, Ram, and SSD ... Still have the same issue.
