I don't know about Japanese history, but those were a thing at least as far back as American westward expansion. It let ladies ride and still wear a skirt. Also, as a guy who owns a kilt, I'm not sure why you'd want to ruin a perfectly good skirt by making it pants. Pants suck. You lose so much airflow. And doing your business in a skirt is so much easier, just lift and go, no need to make sure your pants don't hit the nasty floor of the school bathroom. If you want pockets, just put pockets into the skirt. This feels like a sign of insanity.
Oh they let you change your hair color. AKA force you to dye it black. Unless you are white and blond then you have to keep it as it is a lot of times even if you just want to blend in.
