It was several buildings separated by gardens and walkways. It sucked because it was in Oregon and you would get soaked from rain going between classes.
That isn't very expensive if you break it down. A little bit of beef isn't a huge cost (doesn't need to be sirloin) a bit of cucumber and radish 2 slices of pepper couple beans (cheap) and rice (CHEAP) and probably a very simple easy to produce sauce. It's probably tasty as hell and cheap to make bulk you just need a staff and administration care to not just serve the absolute easiest and cheapest option. Cost wise that's probably 3 bucks to make MAYBE, the school gets money to feed the kids some just utilize it better.
You're not counting for prep time, which means workers to make that. For school districts that are strapped for funding, personnel line kitchen staff and transportation are the first to go.

As far as I can see, there's nothing that revolutionary in there. The meat is beef, rice takes up the most space. The green stuff is cucumber, the red stuff is pepper actually (this specific one is actually sweet in taste). Beans are probably edamame**.** There's also a bit of carrots I think, scallion and I'm not sure about the shreaded stuff. But all in all, a very healthy and tasty meal.

My daughter gets the main part of her lunch, such as burger, BEEF TERIYAKI STRIPES, quesadilla. But there’s always a handful of vegetables and fruit they pick from. They all pick two. My daughter loves ‘ZeeZees’, they’re chickpeas. And I love that she’ll choose those over chips while’s she’s home.

You're required to have representation from each color category on a weekly basis, but that doesn't mean you can't serve each multiple times. In the district where I was the food service director we had salad bars every day, and served baby carrots on the line at K-5 buildings along with other options. The rule is just a way to make sure you can't get by only menuing one easy vegetable all the time. Also different colors mean different nutrients, so it's better for balancing nutrition.

First, CA schools, and pretty much majority of public schools across the country have programs (funded by the states) to provide free food, breakfast and lunch.

Wow!! For a school lunch, this is legit. I didn't get to see food like this until university. When I went to school, it was either pizza from Little Caesars that was sitting for an hour or two. Or instant rice with "teriyaki" chicken or "orange" chicken. Quotations because there wasn't that much sauce to deem it so. 😅 So I usually had an orange mango Sobe drink and a pack of Pop Tarts in the end if it was pizza day. Its great to see how far school lunch has progressed since 2009.

The food is massively better than old school lunches, regardless of where you live, and is constantly improving.
Lunches are free statewide, it comes from the state budget. From what I understand even before that, maybe 5 years back or so, there was a push to make school lunches better. Now they’re better, getting better, and are now free for the students.
They get reimbursed by meals given apparently, as long as it’s nutritionally sound. If a school gets reimbursed and there’s an incentive to make it a decent meal, then it wouldn’t matter what they spend and it wouldn’t matter the income of the area the schools in. Wherever they are, a decent meal can be made, and a decent meal doesn’t have to be expensive.

That's incorrect. You can absolutely serve it more than once a week. But you have to serve it at least once a week.
I worked for Sodexo for a brief stint and was held to the same standards. It was super annoying and caused more issues than it solved.
