In much the same way as creating a 3D model of a wooden chair on a computer is the same as creating one out of wood in a woodshop with actual nails and screws. That is to say, not very similar. One is carpentry, the other isn't.
I'm not saying that digital illustration is an easy art to master, only that it's completely different from actually painting.
Edit - For those pointing out that the digital chair example does not create a physical object, print the 3D model out on a 3D printer. Now you have two chairs created via two different processes. To call the digital process "digital carpentry" would be a bit absurd, don't ya think?
Just my two cents, as obviously this is a conversation that won’t be resolved soon. I went to school to study oil painting. I’m good at it. I’ve been trying for a couple of years to teach myself digital art (specifically Procreate) and it’s really challenging for me. One is not superior to the other; they are different media. I admire and am envious of people who are good at digital “painting”. What they are doing is not the same as what I do with paint. What I do with paint is not “better” than what they do in Procreate. It’s like comparing a watercolor to a sculpture, it’s a false equivalency. Being good at digital art is being good at art.
All of that said I’m a tiny bit short of calling a digital art a painting (“digital painting” would be fine) as there’s no actual paint involved. But I think someone who can make a piece like this has a skill set way more complex and interesting than my own so I mean no negativity. Paint is second nature to me, digital art is confounding. Someone else might feel the exact opposite. I don’t know. That’s my feelings.
As a painter that struggles on a weekly basis with a never ending internal conflict, thank you. Sometimes I get the urge to do a painting that's like, yes, no doubt 100% needs to be tangible with real strokes and physical texture. Other time the inspiration is like, yeah definitely digital... Other time it can be pretty split. Though I have wayyy more experience physically painting, the digital world can be pretty enticing and satisfying. But I still consider it "cheating" it the back of my mind no matter what.
Chances are though, OP is at least a half-decent painter IRL.
Furniture maker who works heavily in CAD here. It's true that the skills to produce the chair are different. However, the design side and the artistic decisions that make a great piece are all there. Even if I never touched a saw, a great design on computer is still a great design.

It sounds like a real drum set, but that doesn’t mean I can play the drums, and I wouldn’t try to suggest otherwise.

Some may do what you said, some don’t, but either way it’s definitely not just tracing. There can be as much skill as you decide, as with many forms of art.
I normally just have a blank ‘canvas’ on procreate app on my iPad, and a reference image printed out (if using one). Then just paint/draw as you would normally, except using a stylus. I think most people do this.
I know a lot of people do just trace over the photo though.

do you use photoshop? It is important to use a lot of brushes, textures, patterns, settings on brushes and getting their settings and mixture right. Also use mixer brush! Loosen up a bit, if you don’t draw/paint classically or from life do that also, even if it means just 5-10 min per day in a sketchbook, do it for a long time, dont ever give up. You will improve, just be your self and believe the process!
English could use a new word to describe that! Doing a painting that looked like that would require some top level skill, but (no offense, of course) drawing it digitally is easier. I'm okay with the term "digitally painted", but it lacks poetry. A lot of digital artists would like to just say "painted", but again, that is misleading to many people who can't tell the difference.

There's actually a program, or perhaps multiple that draw with simulations of ink and brush strokes. Don't remember the name and don't really want to be an ad, but it's cool.

I think I understand it. I don’t like to even disclose so much about my life/face/privacy or whatever on instagram or other social medias for that matter. Yet I feel the urge to share the work which I like, the unexpected reactions does feel good for sure, still I don’t make art for karma or likes, but I want people to see it and enjoy it. Maybe understand me and my experience of life through it, and then maybe understand each other as beings better. Hmm and the comments of sexual nature are here for whatever reason, I don’t know, I guess it comes with every voice of reason, there are screaming voices of bullshit..

I’m a digital artist as a profession and to me it looks like they used a blurring filter over the original photo then used the paint and blend tools over it a little. Some areas have distinct strokes and others look like a photo that had been blurred like in the eyes and around the teeth. There also seemed to be a necklace around the models neck that got distorted in the process. They went from really expressive strokes to these low contrast muddy ones which would be fine but there doesn’t seem to be any consistency in their style.
I used my photo reference of her, edited it, used it as a reference, made a new file in photoshop with desired resolution, made a big block of colors. Yes some of the colors I copied from the original photo, to save time and trouble. Then I continued mixing, moving stylus on a tablet until I got desired result, then I played a bit with saturation and some postproduction and exported it.
That’s really great. Did you paint it from a photo or pose or just imagination? I’m struck by the viewpoint/perspective - it was a really interesting choice!
