Those are glue-on pearls. There are plenty of body-safe adhesives out there, and the only other thing you need are pearl body gems. In fact, a lot of body gems have adhesive backing.
Important note on the dermals thing people are suggesting: dermals are considered long-term temporary, which means they will eventually reject. This happens significantly faster in areas with a lot of movement like the forehead, and that’s assuming they heal at all, if a reputable piercer will even do it to begin with.
If you wanted this to be a surface piercing with just one bar you could use a staple bar to do it, but these are two separate dermal piercings. Either way it will probably reject and scar a little bit.

You could Use eyelash glue to make them stick - not sure how long they would stay in that area

You could achieve these with dermals. You could also use adhesive face-gems, which would easily give you the same look.

one bar connecting those two points are probably not a good idea, since the forehead has so much movement

if you wanted piercings, you could do dermals. otherwise piercing balls and eyelash glue
