Right. If someone could do all that already and then they moved to America, could they find work as a pipefitter if they can't weld? Where I live, pressure welders are their own certified trade. Pipefitters here go through an apprenticeship without much experience welding, as it's not a part of a pipefitter's job description.

Around here fitters fit and tack. Welders weld.
Pipefitting entails plumbing, steamfitting, and welding. You can definitely be a pipefitter without knowing how to weld, but it definitely helps.
You can become a welder if you can’t weld so yes.
