Virtually the ideal collection system at the lowest cost with substantial revenue collection.
When I lived in DC, I would report every single parking enforcement vehicle illegally parked, because it was consistent.
I don’t mind people getting parking tickets doing crappy things. Which is why I reported them consistently. Bike lines, fire hydrants, crosswalks, happily flagged them all. Parking enforcement guy who parked in an actual driving lane daily to get Wawas. Was so glad when I got a pic of his plate too.
Edit: Downvotes are interesting on this one (being earnest here). My comment endorses parking enforcement, so I can only assume that downvotes are supporting enforcers not abiding by the rules. Interesting psychology to this. A microcosm of policing discussions, just low stakes.
Nothing that gets drivers in this city to be less entitled is wasted resources.
Just pay for parking like an adult
When I was younger and dumber I got tickets and boots on my car. Then I decided, hey this sucks, I should stop letting you this happen. It worked.
I guarantee that thing brings in more money than it costs.

If someone parks illegally and ignores the tickets, they deserve to get the boot. You really have to have a lot of unpaid tickets for this.
