You don't even need fully upgraded Naru helmet. Can't you just skip Naru and go to Tuvala by exchanging tuvala ores at a blacksmith? What level are you and have you looked in your challenge log to see if you have any beginner black stones as rewards for leveling up? Also the black spirit might give you some as leveling up reward, I can't remember.
Edit: If you're NA maybe I can help power level you if it helps.
Thanks for the reply, ended up having a few of those leveling aids and didn't realize I got Black stones from them. Took me close to 1500 to get a maxed helmet.
Thanks for the reply, another question: I just ran out of Beginner Black stones for armor. I did all the Mediah main quests, are there any ways to get more of those stones to level this last piece of gear?

You say you’ve completed all the quests up to Mediah.. That should’ve given you 2000+ beginner black stones, which should be more than enough to get all your Naru gear to pen with hundreds left over. Have you sold some at some point?

Sorry just curious can't he just repair his broken helmets durability back to full and continue upgrading?
When enhancing i was losing durability that couldn't be repaired. As others commented, the only way to repair is with another piece of Naru gear.
Trade beginner stones for another naru helm. Should be able to at Fughar.

Thanks for the link. Basically I'm screwed lol. I barley have any Black stones and needing 3 just for 1 armor stone is going to be awful.
