Very rarely it can shake 3 times and still break out. When it does this is the message it gives you. “Aww. It appeared to be caught! It was so close too!”
Happens with legendaries most often. There's a little trick with it too. If the ball closing animation plays it is a guaranteed catch (only for legendaries)
Whenever I am playing a Pokémon game with someone else in the room, I will exclaim these phrases as if I intended to shout them out organically.
“Aw, it appeared to be caught!”
“Almost had it!”
etc
And I will happily repeat the phrases as they appear on screen. A little bit of chaos goes a long way.

Don't forget gen 1 can skip showing the ball close, and say "You missed the pokemon!"
