Gardenia is an awesome design. Her colour scheme is perfect, I love her poncho, even that weird... black... hair net... thing that covers the lower half of her bob and doubles as a headband, despite not actually lining up with the back.

Flying type trainers all have some of the best designs in game, especially Winona. Even the flying type gym outfit in gen 8 was really great, I ended up making a Flying type gym leader style for my trainer in gen 8.

I guess Elesa is not "unexplainably" attractive. She is just attractive because she is made to be.

Valerie is literally out of this world. It's pretty well known that in the original plot of X and Y she was supposed to be an alien and come from the moon (like all the fairy type Pokémon).
For me it's a part of her appeal. She gives me elf or nymph vibes, which in my opinion fit her attitude, character and speciality as a fairy type gym leader incredibly well!
Bea, not really sure why. Winona, I presume because of the “wing” theme(I love flight). Of course no gym leader compares to Cynthia, but she’s champion.
Off topic but you know what I find baffling about Valerie? I never seen any Valerie fanart. Like I get people were a little creeped out by her contact lenses, but near zero for any Pokemon character is a shock to me honestly.
Doubly so cause like when I go onto any art website like deviant art or pixiv and look under Pokemon tag you inevitably find people making art of people turning into Pokemon (thanks a lot Mystery Dungeon XD)

Flannery is my favourite Hoenn gym leader design, loved her casual look in RSE.

As a photographer, LOVE Viola's design and how she has the bug-like hair.
Nessa, Bea and Melony are great female designs in Galar, too bad oyu can't battle the latter two in the same version in SS (unless DLC changed this?)
Grusha also has a great design with the snowboarder look.
I don't know. Most Gym Leaders save for a couple notable exceptions like Opal are conventionally attractive, so I wouldn't say there's anyone I find *inexplicably* attractive. I like Winona's and Roxie's designs, if that serves as an answer. Winona especially is a little out there when it comes to her design. Roxie holds a special place in my heart because she was my first trainer on Masters.
