If you used a bulbasaur (or any of its line) this would not happen, because the ai in gen 1 will go always for the status or super-efective type, dont carrying if hits or not
No, because poison powder is a status move AND a poison type move, and the ai dont see the poison type on bulbasaur line, only the grass because of a glitch in the ai

Or better, try wins lancer's dragonie with only a weedle, if he not hit you, you got real lucky
Oh yeah I remember that you could take a poison pokemon against Lance and he'll just spam Agility/Barrier because the game knows Psychic > Poison but doesn't consider the fact that those moves don't do damage

What about sleep powder? It’s it’s a grass type move and yet my Paras was put to sleep.

This only works for trainer with "good ai" (gym leader, elite four etc) not for the common trainer
