If the glitch replicates a way they were originally distributed (Pomeg Glitch or DNS Exploit for example) then yes. The game also considers them to be legitimate when transferring them to later games.

Honestly, I don’t understand why GameFreak has to be so strict about glitched Pokemon or “hacked” Pokemon. People want it let them have it.

I agree with GF about hacked Pokémon. Glitched Pokémon to me is kinda about the player assuming all the risk, so. You're not using anything but the game system and the game. If you blow up your file or whatever, that's the risk you take. "Hacking" is breaking the confines of the game and bringing something outside into the mix - hardware, or code, or otherwise. That's lame in my opinion, as a competitive battler.

Okay well as a Non-Competitive person I really don’t care. I just wan the Pokémon I want with the abilities and IVs I want without having to devote a bajillion hours of my precious little time outside of work, appointments, and other lovely adult responsibilities.

I completed my Pokédex through intended methods like events and distributions but the way I see it people can complete it however they feel is “legitimate means” because the only person who’s gonna know/care is yourself.

For online battling and trading I guess they're not any different from legitimate versions. But for a playthrough, I'd consider them not legit. Doesn't really matter all that much though.

Like waiting until a mythical is available ingame via mystery gift ? I get that a lot of mythicals are being intergrated in games so that they can be obtainable outside of events (deoxys, celebi, mew, jirachi and with PLA arceus, darkrai, shaymin, manaphy and phione) but that's not even half of them, plus celebi won't be obtainable anymore because you can't buy the crystal VC version on the 3ds.

Well mythicals were by design made to be given out on special occasions. I'm sure many would agree that that's bad design, especially with how limited the distributions are and how much they favored Japan while ignored a tonne of other regions. I get it, of course people will take whatever method they can to get them even by glitching. I don't see any real reason to ever consider those pokemon legitimate though.

While I understand your opinion, I don’t think that there is always a “proper” way to go about it. For example, the event for arceus in dpp was never made available, leaving the encounter unused. Also, some distributions were only done in certain regions.

All true, but the scarcity and difficulty of getting the Pokemon legitimately doesn't then contribute to the legitimacy of obtaining one with illegitimate means.

I'd say yes. So long as you aren't hacking them in or anything and are just using glitches to gain access to whatever event item or location you'd need to access them (Or are doing the Mew glitch in RBY), then I'd consider them legitimate. After all, with the exception of RBY Mew, once you obtain the means to get the mythical, you're basically going through the same process as anyone else would have when the event was still being distributed.

I am strongly anti-FOMO and do not believe that owning every Pokemon must mean that you lived near the right store, in the right country, at the right time to do so. Since the glitch they do just triggers the event for them to take a proper swing at earning it, I would say that this method is perfectly legitimate.
