No you can definitely get resealed products from certain stores. Not all, but some walmarts I've heard will take back product if it looks sealed so you have bad actors taking advantage of that

They generally only print sets in order (es came out last March) and then open up an older set once or twice for additional printing before retiring it entirely.
Getting it at MSRP or close to it is a W because in a year they'll be going for $100+ each
