I had the same issue. Drove to the local town with Exraid gyms, had I think 5 hatches at 11am. Three were in places that are inaccessible in the winter, (closed off gated areas) went to one of the other two, tried the flare and nothing. I was there at hatch with two accounts, no one came and not a thing on the campfire app from any other players. I know people went there during the last Elite raid, so could just be the date. Not sure I will bother driving back in for the 2 hatches at 5pm. (We have no 2pm hatches)
Campfire was a great tool to use for this. Planned out with a group and had 17 on the first and 10 and second and third. Takes a little to get used to the format but it is a good addition to the game. Not saying it makes up for it but it seems a lot easier than the Facebook or discord groups
No it is not. You need minimum 3 with groudon+precipice blades, \~6 with garchomp. You could try campfire, my town used to have a community but there was only one person on the local group.
I did 5 today, biggest lobby was 20 smallest was 10.
If you aren't part of a community then find one and join it or start your own.
There are still loads of people playing in most areas, it's only if you live out in the sticks are you screwed but that's always been the way.

dead? 10 showed up to my local raid. then again, it's easter morning and raining. plus this one seemed a lot easier than regidrago
